Abstract

Through a process tracing, this article examines why Chile’s anti-abortion movement failed to block the 2017 law decriminalizing abortion on three grounds. Two factors were decisive. First, an unfavorable political opportunity structure emerged, defined by the Catholic Church’s waning influence and a potent feminist movement with institutional support. Second, conservatives failed to foster a sense of moral crisis among swing elite allies in Congress. While pro-choice advocates used empathetic, woman-centered framing, conservative strategies relied on contradictory rhetoric, aggressive tactics, and the stigmatization of women. These elements undermined their credibility, ultimately facilitating the bill’s approval.
