Abstract

The central argument of this article runs as follows: the political development of Poland from 1989 to 1995 reveals that the pre-existence of a "vigorous civil society' might not be a favorable factor for the prospects of a rapid and effective democratic institutionalization. A restless and confrontational civil society unified under charismatic leaderships, like the Polish one from 1989 to 1995, may prevent the full establishment of democratic institutions, fostering instead an atmosphere of political uncertainty. The ultimate implication of this argument shall not be the discredit of civil society as a potential promoter of democracy. A vigorous civil society may help democratic institutionalization if it succeeds to co-exist with an effective party system and a responsive state
