Abstract

This essay discusses the variables that determine the capacity of legislatures to influence public policies; explores the "committee' concept, its relevance to the legislature's performance and its functions. It also analyzes committees as an internal variable that enables legislatures to influence public policies. In legislatures that have reached a high level of institutionalization, committees perform tasks that contribute to the policy-making process. The image of the typical legislature where political decisions are easily influenced by brilliant speakers in plenary, has now changed to one in which legislation is shaped in committees. In this new scenario, the capacity of committees to influence the policy-making process is related to several elements grouped around their structure, performance and attributes.
