Abstract

This article studies the recent reform process of Mexicos telecomunications sector. It argues that this reform was driven by political motives and not by technological innovation. Thus the article suggests that a positive analytical framework is more appropiate to explain changes within the sector than a normative one. Building on the analysis of the outcomes of Telmexs reform process, the author seeks to prove that the reform dynamic responded to the strategic intercations among the different actors involved, acting under the restrictions of a specific political context.
