Abstract

This essay deals with the conditions that have enabled the more or less succesful implementation of economic adjustment measures in three countries of Southern Europe: Spain, Greece, and Portugal. It argues that succesful experiences in that matter were dueto the existence of a collective will shared by the members of respective governments. In that line of argument, the author stresses the importan-ce of taking into account the ideological, sociological and organizadonal characteristics of the parties in power in order to explain the adoption and implementation of economic adjustment programe and long-term structural change.
