Abstract

En años recientes, y desde distintas disciplinas sociales, el tema de la calidad del gobierno ha ganado relevancia en el debate internacional. Académicos y organizaciones internacionales han desarrollado gran variedad de metodologías que tratan de explicar las causas de la calidad o sus efectos en el desarrollo social, económico y político de los países. A pesar de esta industria emergente de metodologías e indicadores, el debate sobre la definición de calidad del gobierno no ha sido del todo atendido. Esto ha provocado una serie de debilidades e inconsistencias conceptuales. Este texto presenta una breve discusión sobre los principales enfoques que se han desarrollado, la forma en la que se concibe la calidad del gobierno, así como sus principales limitaciones. Finalmente, se proponen algunos caminos o criterios mínimos que podrían ser de utilidad para elaborar una definición más útil y conceptualmente sólida de la calidad del gobierno.
