Abstract
The deñnitions that some authors have proposed for studying poliarchies other us a teleogical image of the sequence that should be foUowed to reach a democracy. However they do not explain the lingering lack ofinstitutional consolidation in certain covmtries, specifícally in Latin América. The current essay proposes altemative concepta to the standard definition of democracy in countries headed towards it. The concepta thus considerad are clientelism, weak horizontal account ability, low transparency in the representativo processes, lack of con trola that feed authorítarían practice, in addition to bies in favor of organizad interests.
