Abstract

Distrital over-representation, usually called malapportionment, is one of the most common phenomena in democratic regimes. Paradoxically, however, it remains overlooked. This articcle sustains that malapportionment is a vote-weighted way to produce an inclusive effecto of the electoral system. At the same time, it rejects the more accepted idea that distrital over-representation increases dispproportionally. Last, the article affirms that malapportionment can be a powerful institutional tool for the inclusion of social and territorial heterogenity. In that sense, thsi work moderates the negative vision that it is usually associated to this practice.
