Abstract

The present article tries to take an impartial approach to the dispute over the impartiality ofMexico's Federal Electoral Institute (IFE). It conceives impartiality as a second-order rule that demande that actora should follow rules. But actors can follow rules unambigu-ously only insofar as those rules are clear, precise, comprehensive, and consistent. Much of the legal framework that constrains IFE in fact corresponde to this "ideal typical" conception of determinative rules. Still, considerable margins of legal indeterminacy exist where the Institute faces ambiguous, abstract, incompleta:, and inconsistent rules whose application is likely to be controversial.
